Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results

In order to reduce cross-border transmission of COVID-19, starting from November 5th, 2020 (Thursday), all Chinese and foreign passengers who are to fly from Belgium to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green  health code with the "HS" mark or a certified health declaration form before boarding the flight. The specific requirements are as follows:

 

I. Test Requirements

1. Passengers traveling to China via direct flights must, within 48 hours before boarding, conduct the sampling and tesing of a nucleic acid test and a IgM anti-body test at qualified medical institutions in Belgium. After receiving the certificates for negative test results for both the nucleic acid and the anti-body test, passengers may present the test reports to the Embassy of China in Belgium to apply for a green health code with the "HS" mark or a certified health declaration form.

 

2. For passengers departing from a third country and traveling to China via Belgium, as the transit area at Brussels Airport is not yet equipped for conducting nuceic rapid tests and the anti-body tests for transit passengers, and passengers of Chinese nationality are not permitted for entering Belgium border unless in humanitarian circumstances, it is recommended that passengers bounding for China avoid transiting via Belgium. If one must take a connecting flight in Belgium and head for China, please make sure beforehand that you will be allowed for border entry in Belgium. It is also advisable to learn in advance the quarantine, testing requirements and other health measures that the Belgian government has put in place in the corona times. After entering into Belgium, please follow the procedure as detailed in "I-1" and apply to the Embassy for a green health code with the "HS" mark or a certified health declaration form. If one transits via Belgium without fulfilling the boarding requirements, one faces substantial possibilities of being stranded at the airport, and even repatriation to the place of departure.

 

3. For passengers departing from Belgium and planning to travel to China via a third country, as many transit airports do not have testing facilities, to avoid being stranded, and reduce transmission risks during long-haul international traveling, it is suggested passengers departing from Belgium for China take direct flights after conducting the required tests locally. Starting from November 5th, the Embassy of China in Belgium in principle will no longer accept application for health code or health declaration form of those passengers that start their journey in Belgium and travel to China via a connecting third country.

4. The Embassy of China in Belgium does not designate medical institutions for the nucleic acid and IgM anti-body tests for the time being. Passengers may choose the local qualified institutions which could issue the results quickly for the tests. The validity period of the green health code or the health declaration form is calculated from the sampling time. Please check with the medical institutions in advance, and make arrangements for the timing to take the tests, so that your itinerary will not be affected. It is understood that the test spots in the departure area (non transit area) of Brussels Airport could only do the nucleic acid tests, but not the IgM antibody tests. II. Chinese Passengers Applying for Green Health Code with the "HS" Mark

Chinese passengers must upload to the Wechat Health Code app photos of their negative nucleic acid and IgM anti-body tests results, which will subsequently be examined and verified by the Chinese embassy/consulates. After being verified and approved by the embassy/ consultates, they will receive the green health code with the "HS" mark. Passengers are asked to present the green code within its validity period to the airlines flying directly to China before boarding. Please board your flight within the validity period and present the health code whenever necessary for checks by the airlines.

 

III. Foreign Passengers Applying for Certified Health Declaration Form

Foreign passengers must email the scanned copies of their negative nucleic acid and IgM anti-body tests results along with their passport information page and the signed health declaration form to the Chinese embassy/consulates mailbox. The Chinese embassy/consulates will then examine and verify the above information and email the stamped certified health declaration form back to the passenger. Passengers are advised to print the form out and bring the form with them to the airport. Passengers are asked to present the form within its validity period to the airlines flying directly to China before boarding. Please board your flight within the validity period and present the health declaration form whenever necessary for checks by the airlines.

 

The designated email address of the Embassy of China in Belgium for verifying the foreign passengers' health declaration forms is: blshsjc@gmail.com. The subject of the email should be "HS/IgM+Name+Departure Date". 

 

IV. Reminder:

1.Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code with the "HS" mark or a certified health declaration form with negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.

 

2.Passengers planning to take connecting flights to China must carefully plan the traveling routes. Please check the transit country's entry restrictions, its nucleic acid and IgM anti-body tests and other requirements beforehand. In the event of being denied entry into the transit country, or not meeting the tests/ green code/ health declaration form requirements, the passenger would face difficulties boarding the connecting flight and this would result in being stranded and heightened infection risks.

 

3.Please declare your personal information truthfully, and provide genuine and effective negative nucleic acid and IgM anti-body tests reports. If it is found out that infections are concealed purposefully, or the tests have been subjected to alteration and falsification, such misconduct will be investigated and held accountable in accordance with the law.
