Notice on Regulations of Boarding with Negative Nucleic Acid Test Certificate for COVID-19 for Passengers Traveling from Belgium to China

According to the joint announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China dated 20 July 2020 , the regulations of boarding with negative nucleic acid test certificate for COVID-19 for passengers traveling from Belgium to China are hereby notified as follows:

I. General Requirements

Starting from 24 August 2020 (Monday), Chinese and foreign passengers traveling from Belgium to China or transferring via Belgium to China must apply for green health codes with an "HS" mark or Health Declaration Forms after receiving COVID-19 negative certificates. All Airlines will check the health codes or the Health Declaration Forms of relevant passengers instead of their original test certificates during check-in or before boarding. Passengers who do not meet the relevant requirements cannot board the plane. It is recommended that passengers bring the negative nucleic acid test certificate for inspection.

II. Testing Time and Designated Institutions

The nucleic acid tests for COVID-19 must be taken within three days before boarding. The Embassy of China in Belgium does not designate the testing institution for the time being, passengers departing from Belgium may select a local qualified

institution for nucleic acid tests. Passengers transiting via Belgium from other countries should conduct nucleic acid tests at the institution designated or approved by the Embassy or

Consulate of China in the country where they reside.

III. Chinese passengers applying for health codes

Chinese passengers must make health declarations and upload photos of their COVID-19 negative certificates to the Wechat mini program COVID-19 Prevention Health Code International Version (see attachment 1) within 12 hours after receiving negative certificates. The passengers can obtain green health codes with an "HS" mark(see attachment 2) approved by the Embassy or Consulate of China in the country relevant and board within the validity period of the health codes. IV. Foreign passengers applying for Health Declaration Forms

Foreigners in Belgium must send their scanned copies of passport, COVID-19 negative certificates and signed Health Declaration Form (see attachment 3) to the following designated email address blshsjc@gmail.com, the subject of the email should be "HS+Name+Departure Date". The Embassy of China in Belgium will send back a scanned copy of Health Declaration Form with a stamp to the passengers by email. All passengers are required to board with printed Health Declaration Forms within the validity period and cooperate with airlines for further checking.

Foreigners in other countries, please apply for the Health Declaration Form according to the requirements of the Embassy or Consulate of China in the country where they reside.

V. Other reminders

1) Chinese and foreign passengers to China are required to carefully read the notice. Those who can't duly receive COVID-19 negative certificates and obtain health codes with an "HS" mark or valid Health Declaration Forms won't be allowed to board and have to adjust their itineraries.

2) Chinese and foreign passengers ultimately bound for China who transfer via other countries that require health codes with an "HS" mark or valid Health Declaration Forms for boarding (please see List of Countries Where China-bound Passengers Are Required) will also be required to show health codes with an "HS" mark or Health Declaration Forms during transferring. Please make sure that the health codes or Forms are still valid when boarding the connecting flights to avoid stranded results.

3)Passengers traveling from Belgium to China who provide false certificates and information shall bear corresponding legal liabilities.
