On June 30th, the Standing Committee of the National People’s Congress of China unanimously adopted the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (HKSAR). President Xi Jinping signed a presidential order to promulgate the law, which goes into effect on the date of promulgation. In the meantime, during the 44th session of the UN Human Rights Council, the UK and some other countries, based on prejudice and misinformation, made politically motivated and groundless accusation against the totally justified legislating efforts by China to safeguard national security in Hong Kong, maliciously distorting the true meaning of “one country two systems” and the Basic Law, and using human rights as a pretext for interfering in China’s internal affairs and intervening in China’s legislative sovereignty in blatant violation of the UN Charter. China is firmly opposed to this.

It is worth noting that 53 countries welcomed the adoption of the Hong Kong national security legislation in a joint statement made by Cuba during the same session, stressing that non-interference in internal affairs of sovereign states is an important principle enshrined in the UN Charter and a basic norm in international relations. It is pointed out that Hong Kong is an inseparable part of China, and that Hong Kong affairs are China’s internal affairs that brook no interference by foreign forces. China appreciates the just voices by those countries showing that people have no problem telling right from wrong, and that most members of the international community fully understand and respect China’s legitimate and lawful act to safeguard national security.

Here we reiterate once again that Hong Kong is China’s Hong Kong, and Hong Kong affairs allow no foreign interference. Establishing and improving the legal system and enforcement mechanism of the HKSAR from the national level to safeguard national security by the National People’s Congress of China, in accordance with the Chinese Constitution and the Basic Law, is necessary to plug the national security loophole in Hong Kong and provides fundamental solution to ensure the sound and sustained implementation of the “one country two systems”. The legislation targets a very small number of illegal and criminal activities that endanger national security, without affecting Hong Kong’s high degree of autonomy, nor the legitimate rights and freedom of Hong Kong residents. The Chinese government’s resolve to safeguard national sovereignty, security, and development interests is unswerving; its determination to implement the “one country two systems”, and to oppose any external interference in Hong Kong affairs is unswerving. Any attempt to interfere in other countries’ internal affairs using human rights as a pretext is doomed to failure.
